The City of Whittlesea’s planning and development area works on a complex variety of land use and development work. Our strategic planners design and manage the development of established and unestablished areas within the municipality, alongside other council departments, the State Government and the development industry. Our social planners are responsible for anticipating the social needs of future communities and ensuring that the facilities and services that they require are provided in a timely manner. Our statutory planning and building services units are responsible for ensuring the highest quality work by providing advice to developers and residents and ensuring compliance with regulation.

Key projects
Key strategic planning projects include major growth area planning, (Melbourne Wholesale Market development in the Cooper Street Employment Area), preparation of a Housing Diversity Policy which will provide improved housing choice in established areas and the Epping Transit City Project which will better integrate transport and land use needs in Epping.
Key social planning projects include planning for community needs in new growth corridors, policy development in relation to social issues and social research on community profiles.
Major projects within statutory planning span from commercial developments, such as the construction of the Westfield Shopping Centre in South Morang to industrial developments such as the creation of a $70 million medical centre in Cooper Street, Epping.
Key projects that our building services employees have worked on include residential subdivisions such as Mernda Villages, the redevelopment of the Thomastown Recreation and Aquatic Centre and commercial development along McDonalds Road in South Morang.
